I. WHAT THE OCTOBER 23 RESPONSE ANSWERS, AND WHAT IT DOES NOT

The October 23 Response acknowledges receipt of the records requests, the accessibility concerns, the ADA grievance routing request, and the preservation request. That acknowledgment is noted. It does not answer any of the specific items requested in the October 22 and October 23 letters:

ITEM REQUESTEDSTATUS AFTER OCTOBER 23 RESPONSE
Public Records Act requestsAcknowledged. Referred to an unnamed records coordinator.
ADA grievance routing (Oct. 23 letter, § IV)Acknowledged, not confirmed. No statement that the complaint was routed, to whom, or under what reference.
Preservation of recordsAcknowledged, not confirmed. No statement that a preservation instruction has issued.
Employee who closed the Request; whether a site visit preceded the closureNot addressed.
Identity of the Deputy Director; date, duration, streets, photographs, findingsNot addressed.
October 30 site meeting: time, location, attendees, resident participationNot addressed. The meeting is not mentioned.
Scope of the work being “scheduled”Not answered. Treatments and schedules described as “subject to evaluation and applicable approval and funding processes.”
Single lead official and resident point of contactNot named.

The items marked “Not addressed,” “Not answered,” or “Not named” remain due by 5:00 p.m. on Monday, October 26, 2026.

II. DISTRIBUTION OF CORRESPONDENCE

For the second time, a response from Director Hoevertsz omitted Supervisor Hermosillo, the First District office, the Clerk of the Board, the members of the Board, Sonoma Public Infrastructure’s general address, and The Press Democrat. Each received the letter it answered. The October 23 Response is attached as Exhibit A and is now before all recipients.

Please use “Reply All” on this letter for every future response. Any response sent to fewer than all recipients will be forwarded to the full distribution.

III. TREATMENT AND FUNDING PATHWAY

The October 23 Response states that the department is “developing potential treatments for consideration through maintenance activities or the pavement preservation program,” and that “specific treatments and schedules remain subject to evaluation and applicable approval and funding processes.”

PRESERVATION IS NOT REHABILITATIONPavement preservation treatments, such as seals and thin overlays, are generally applied to roads in good or fair condition to extend their life. A roadway the County rates “Very Poor” ordinarily requires rehabilitation or reconstruction. Routing the Subdivision Roadways through a preservation program would not address the sub-base failure, trench seams, and drainage failure documented in this record.

Residents also need to know who decides, by what process, and when. Please identify in writing:

  1. The program or programs under which each of the four Subdivision Roadways is being considered, and whether any is currently on a pavement preservation, rehabilitation, or Capital Improvement Program list.
  2. The “applicable approval and funding processes,” including the body or official that approves the work and the funding source under consideration.
  3. The date by which the department’s evaluation will be complete, and the next date on which a decision on treatment or funding will be made.
  4. Whether the matter will come before the Board of Supervisors, and if so, when.

These questions restate items 7 and 8 of the October 18 Notice and are requested with the October 28, 2026 response.

IV. THE OCTOBER 30, 2026 SITE MEETING

The October 30 site meeting was first disclosed on October 21. The October 23 Response does not mention it. Residents do not know whether the meeting will take place, when, where, or who will attend.

Please confirm by 5:00 p.m. on Monday, October 26, 2026 whether the meeting will proceed. If it will, please confirm the terms set out in Section IV of the October 22 Letter, including resident participation and a scope covering pavement, drainage, curb ramps, and sidewalks on all four Subdivision Roadways. Residents of all four streets, including the residents who joined this week, intend to attend.

V. RECORDS, ACCESSIBILITY, AND PRESERVATION

A. Public Records Act

Please provide the name and contact information of the records coordinator. The October 22 request was received October 22, and the supplemental request October 23. Under Government Code section 7922.535, the County’s determinations on both are due on or before Monday, November 2, 2026. Referral to a coordinator does not extend that period.

B. ADA Grievance

Please confirm in writing the name of the County’s designated ADA Coordinator, the date Section IV of the October 23 letter was routed to that office, and any grievance or reference number assigned.

C. Preservation

Please confirm in writing that a preservation instruction has issued to the County personnel who hold records described in the October 22 and October 23 letters, including dispatch, vehicle location, and telematics data, which may otherwise be overwritten in the ordinary course.
